TERROR THREAT IS LOWERED TO ELEVATED IN OTHER WORDS ORANGE TO YELLOW OR HIGH TO SIGNIFICANT RISK

only a year's worth of confusion as far as the Dept. of Homeland Security is concerned...

...The national TERROR ALERT lowered from "HIGH" to "ELEVATED" status on April 16, as the WAR in Iraq wound down...The THREAT level also was ELEVATED to orange for ...

The Homeland Security Advisory System is supposedly a means to disseminate information regarding the risk of terrorist acts to federal, state, and local authorities and to the American people. Though as others have pointed out, it is difficult to gauge the difference between a "high" risk and a "significant" risk, but surely we must do our best.

How quickly the Homeland Security Department forgets...
